Sometimes tortoises do get the odd nasel whistle. It could be something stuck in the nares or just very dry. As long as there is no discharge, and been checked by a vet, all should be well. Just keep a close eye on the tortoise.
Why do you keep your tortoise out of the rain, as mine love provided temps are ok:0)
