When one of my males had a prolapse I kept him in the sugar water until it went back in, but I did this straight away. And it went back in. Not sure if it will work quickly with a female and it happened a while ago.
You could try building a nest inside, it never worked for mine, but if you dont try you wont know:0)
If your tortoises prolapse gets worse, then you will need a vet. They use Oxytocin I think to induce the eggs.
