Its a precautionary approach by the lamp makers and I'm sure in theory at least human eyesight can be damaged if someone stares into one of these lamps for long enough from a close enough range.
There is no problem for them to say we shouldnt ever look at it once it's lit, even though in practice this is a nonesense.
