I would have thought it would be a bit on the heavy side for a bird to carry off? So I would tend to agree with you, probably stolen. You need to inform the police, get as much publicity as possible & keep an eye on second hand /tort selling sites.

I remember someone earlier this year, who's tort was taken from a locked enclosure they got her tort back after the police had knocked local doors.

There is also the possibility it may have dug down somewhere - we have had a few cold nights here lately. Dont know about Oxford? A thorough search would be a good idea, looking under foliage,etc particularly near a compost heap (warmth) look for disturbed earth.
