If it where my tort I think I would keep bathing daily in nice warm water, lower the temp slightly, and then leave her to find her own way. I would keep a close eye (not handle) on her & weigh her once a week. If her weight is maintained then thats great if not then you need to re-think.
Some torts take ages to settle down, handling them and checking them out all the time can make a timid/shy tort want to just hide away.
One of mine whos 4 is very shy & timid she hides away all the time so all I do is bath her then put her strait back in the table she then scurries away as fast as she can. the other 2 are far more friendly.
this is just my opinion so good luck, just give her more time
