You should cover the seeds with a little soil, not too much, just enough so you can't see them and firm it down gently so the seeds have good contact with the soil. When the seedlings start to grow remove the film so they don't get bent over when they reach it. Have you put holes in the trays? If not when you water them they will get water logged and die. Put a plate or try of some sort underneath tto catch any water coming out of the bottom.
