Been asked by a member to post this as they haven't been able to.

The tortoise is at the RSPCA Wirral branch. A foster/permanent home is needed right away as the RSPCA has no experience with tortoises and doesn't want to keep it long (finding the owners would be nice

Details are: young, possibly one yr old hermanns. Found in wallasey roaming. .. The rspca know nothing more about the tortoise. Their details are 01516386318 wirral branch. Ch458rh. They have a picture up on their facebook page which can be found by typing rspca wirral into search.
