Do you not have a local garden centre/nursery who would deliver it for you? They might well have a maximum order amount before you get free delivery, but there's probably one or two extras you could add!
I was lucky with ours. Went to Homebase and hunted around the bargain/reduced area and got the £5 bags for .50p. I got three which was enough as they were heavy. Didn't have tortoises then so used them to redo the GALS, and some in the garden. Did save a bag plus a bit, so was able to use in the outdoor pens.
