I find that indoors a mix of bagged topsoil and coir works well. The coir seems to hold moisture better which keeps the dust level down but I don't like the coir on its own.

The blocks of coir are quite cheap and you can get a big bag of them in the post. When it's dry this stuff weighs next to nothing. The topsoil is very heavy to cart about too.

When I change the substrate the mix is ideal to put on the garden . Complete with some tortoise poops!
