are they just next to the tail and hard to the touch? Because they're likely just the bones from their hips.
You can't see testicles in the torts from the outside, they're contained within (My male of the same species doesn't have any visible).
Having seen their photos im pretty sure they're both girls. You wouldn't see the testes unless something was horribly wrong. I'd take them to the vet if you're worried.
