The thing about Timothy Hay is if it gets damp it can grow mould, which is leathal for tortoises:0)
You can grow weeds in flower pots if you have room. Poor soil and let them get on with it:0)

Size is not the thing to go by, but how they are eating etc since you have had the tortoise. Guides are just than a guide its not set in stone. I have not used a guide for my tortoises in over 20yrs....

It can take a couple of days for the hatchling to actually break completely out of the shell. As sometimes they break out with still a largish egg sac.
Keep them in the incubator until they are out....
