sounds like your soil in the garden is quite thick and dense you could try really packing it down once it has been well watered maybe then the crust would be firmer and less likley to become dusty??

Love the names, nearly missed the 2nd tortoise hiding under the plant pot,quite well camoflaged in that pic. Are they home grown hatchlings or are they imports? Lovely markings

I bought some of these types of painted pebbles/cobbles from a craft market a while ago they look fantastic.... which I was so talented.
I am guessing that if the yacht varnish is animal friendly...
