If he's only active on the hotter days, it still implies the temperatures are not what you think they are.

You need to double check with a different thermometer. The heat gun is the most accurate.

It doesn't need to be halogen. A regular light bulb or spot lamp of 100 or 150W is fine. I'm using a homebase mirrored spot lamp for basking because we had it in the cupboard after we went low energy...

The general air temperature is what keeps your tortoise...
