Female tortoises go on into their 80/90 and still lay eggs.
But unless grown to fast, need to be at least 15yrs old to lay their first eggs.

I will assume this is a captive bred female and provided she has had no contact with a male as an adult, it is unlikely she will just start to lay eggs. At her age she should be about full size. Trying to breed from females that have not yet reached adult size can be detrimental to her health. Females use a great deal of calcium from their diet to produce eggs. Undersized females may use calcium intended for growth to help produce egg shells and we all know how important calcium is to growth. Any mating activity should produce eggs so please be sure your adults are of the same species better yet sub-species as this can affect fertility. Hermann tortoises are much more gentle mating than spurthighed tortoises so provided they have enough space there should be no concerns about stress if kept as a pair.
