spur thigh hybernation. Jackson scale help!

Hi! I have a 4 year old female spur thigh who I have owned for just over a year and a half. Was planning on hibernating her this year but when I weighed her yesterday her weight on the jackson scale ratio came out as low weight for hibernation. Wondering when this scale should be used? just before hibernation process or late summer for example? She is currently on a tortoise table with lamps etc. Was planning on starting the process soon but worried she is under weight. Should I over winter her ?
Any help is very much appreciated.
Thank you.

Firstly how did you measure your tortoise?
The JR is only a guide its not set in stone.
I personally have not used the JR guide for over 30yrs, as I went by my tortoise. If they had eaten well over the Summer months and put on weight, and no signs of illness then they were hibernated.
How much does your tortoise weigh?

Thank you for your reply. I measured her by putting her against the skirting board using a piece of paper under her (shell only). As it is her first hibernation I am just concerned about getting it wrong. She weighs 703 grams and 15.8cm length.
Thanks
