Substrate Alternatives.
 
My friend has two spur-thighed tortoises and two horsefields.
The enclosures are indoor & are quite large which is great for their welfare.
Unfortunately the top soil is creating an extremely dusty environment even with daily spraying-this is affecting her due to an allergy.
Is there any suitable alternatives which people use?

You can use coco coir it can still dry out but won't be as dusty.

You can also moisten the substrate slightly to keep the dust under control. But I prefer fir bark. If you can find a nursery that sells fir bark labelled as "Orchid Bark", you can be assured that the product is clean and free of any additives (as orchids are sensitive and their medium is usually very clean).

coco coir is pretty good, it isn't soil and wont implode if they eat it. my lot are usually on shingle , coco coir. Horsfields love to burrow of course so plenty of hide holes and perhaps cut it down also - I have a very thin layer on and spray that, CB
